Notice to Bidders—Invitation to Quote for Greendale US 50 Train Bridge Beautification Project

Notice is hereby given that the City of Greendale will receive sealed quotes for the Greendale US 50 Train Bridge Beautification Project at the Greendale City Hall, 500 Ridge Avenue, Greendale, Indiana 47025 until Tuesday, March 17, 2026 at 6:00pm local time.
The quotes will be opened, read aloud, and may be awarded at the meeting of the Greendale Redevelopment Commission at the Greendale City Hall, 500 Ridge Avenue, Greendale, Indiana 47025 on Tuesday, March 17, 2026 at 6:00pm.
The contract shall be awarded to the lowest responsible and responsive quoter. The Greendale Redevelopment Commission reserves the right to reject all quotes submitted.
This project is being bid as a Lump Sum Project. The scope of work shall include but is not limited to the creation and placement of decorative branding signage panels on The Central Railroad Company of Indiana (CIND) railroad bridge over U.S. Highway 50 approximately 475 feet south of the intersection with Oberting Road in City of Greendale, Indiana—see Google Maps location at https://maps.app.goo.gl/dsb78HGSkhrvMqCW6.
The project shall include:
Decorative design of the signage panels in collaboration with and subject to approval of the Greendale Redevelopment Commission.
Production of the signage panels on durable, fade-resistant, and easy to clean materials.
Cost of all materials used in preparing and non-permanently mounting the panels to the bridge structure.
Proper permitting and coordination with CIND and Indiana Department of Transportation for ensuring safe site access during installation and maintenance, including panel cleaning and repairs from time to time or removal.
Proper coordination with Indiana Department of Transportation for ensuring safe and effective U.S. 50 vehicle traffic management during installation and maintenance.
All work performed in compliance with with Americans with Disabilities Act, Manual on Uniform Traffic Control Devices, and Indiana Department of Transportation traffic control standards.
Annual inspection and maintenance of the sign panels and hardware at an annual cost to be identified in a one-year agreement with the company and Greendale Redevelopment Commission.
Proper removal and disposal of any unused or discarded materials.
Necessary permits with City of Greendale and CIND shall be obtained by the contractor. The City of Greendale will waive the local permit fees. City of Greendale has received from CIND an occupancy license (land lease) agreement, contractor right of entry license agreement, and railroad protective liability application and will prepare and submit these agreements and applications to CIND in coordination with the contractor.
City of Greendale will implement and maintain a land lease with CIND for use of the railroad bridge for this project.
All work shall be performed per the construction documents provided by the City of Greendale, Indiana. All work shall be completed by September 30, 2026.
Quotes shall include lump sum amount, Quote Form, a visual rendering/concept/mock-up of the completed project, detailed project schedule, Conflict of Interest / Nepotism affidavit and the E-Verify forms provided. The last two items are required by the State of Indiana for all Public Works Projects, effective July 1, 2012.
Plans and specifications are on file at Greendale City Hall, Department of Redevelopment, 500 Ridge Avenue, Greendale, Indiana 47025.

The contractor receiving the award shall furnish an approved Performance Bond and a Payment Bond, each for one hundred (100) percent of the lump-sum amount along with written proof of insurance with the City listed as an additional insured before receiving the Notice to Proceed. The contractor shall submit a work plan summary to the City for approval prior to starting.
